Under general direction, to plan, organize and direct an agricultural inspection and enforcement program; and a weights and measures inspection and enforcement program.

Typical Tasks

 

 

  • Directing fiscal, personnel and other administrative functions of the agricultural inspection program and a weights and measures program;
  • Developing and administers budgets and controls expenditures;
  • Reviewing legislation and making recommendations;
  • Formulating and revising appropriate polices, directs its execution and evaluates work accomplished;
  • Ensuring the legal and responsible use of pesticides;
  • Overseeing strategies and procedures that prevent the introduction, establishment and spread of invasive insects, diseases, and weeds;
  • Directing and participates in public informational programs;
  • Attending meetings and cooperates with state and county officials in standardizing policies and enforcement, exchanging information and recommending legislative and code changes; Serving as a member of the California Agricultural Commissioners and Sealers Association and participates in regional associations and program committees;
  • Providing information and counsel to individuals and groups in matters of agricultural and inspection requirements and weights and measures procedures;
  • Directing investigations, conducts administrative hearings, appeal review and files complaints;
  • Preparing or directing the preparation of reports and correspondence and the maintenance of records;
  • Directing the maintenance of mechanical equipment and testing devices;
  • Being assigned as a Disaster Service Worker, as required.

 

Employment Standards

 

 

Sufficient education, training and work experience to demonstrate the ability to perform the above tasks and the possession of the following knowledge and abilities:

 

The required knowledge and abilities would typically be acquired through education and experience equivalent to graduation from an accredited college or university with major work in agricultural, biological, chemical or physical sciences or a related field and five (5) years of progressively responsible experience in the enforcement of agricultural or weights and measures laws, including two (2) years of management/ supervisory and program experience.
 

Certification required: Possession of valid Licenses of eligibility as a County Agricultural Commissioner and as a County Sealer of Weights and Measures.  Possession of a valid California Driver's License.

Knowledge of:

  • Principles and effective practices of organization, administration, fiscal management and supervision;
  • Organization, procedures and operation of a county agriculture, and weights and measures divisions;
  • Applicable local state, and federal laws and regulations pertaining to agriculture, and weights and measures;
  • Resources available for the investigation, determination and resolution of agricultural problems;
  • Agricultural inspection and enforcement techniques;
  • Standard weighing and measuring devices and their operation;
  • Rules of evidence, investigative techniques and court procedure.

Ability to:

  • Plan, organize and direct an agricultural inspection and enforcement program and weights and measures inspection and enforcement program;
  • Analyze situations accurately and take effective action;
  • Establish and maintain cooperative relations with other agencies, external partners  and the public;
  • Understand, interpret and apply laws and regulations affecting agriculture, and weights and measures;
  • Identify budget administration problems and devise procedural changes to resolve same;
  • Evaluate, recommend and implement solutions to complex agriculture and weights and measures related issues and problems;
  • Train, organize, supervise and motivate departmental staff; and
  • Prepare and present written and oral reports.
